Maldives package advertised tax-inclusive or tax-exclusive: audit checklist

You have two Maldives prices that look close, and you need to know which one already includes taxes before you compare them.

Last reviewed 12 October 2026Prices researched 11 October 20263 min

Quick answer

A tax-exclusive Maldives price (often marked ++) still needs 10% service charge, 17% tourism GST and Green Tax added. Service charge plus GST alone add about 28.7% to the room rate. A couple's USD 400 ++ room for 3 nights becomes about USD 1,616, or RM6,611, once Green Tax at USD 12 per guest per night is added, versus a headline of RM4,908.

What tax-inclusive and tax-exclusive mean on a Maldives price

A tax-inclusive price already contains the 10% service charge, the 17% tourism GST and Green Tax. A tax-exclusive price shows the room or package before some or all of those are added.

Resorts often mark tax-exclusive prices with "++". Malaysian agency packages more often list "Green Tax, service charge and government tax" in their inclusions, which makes them inclusive. The trouble starts when a price says neither. Our Budget and Real Cost hub covers the other traps that sit beside this one.

How much the difference is worth in ringgit

On a resort room, the gap is large enough to swap the cheaper-looking option for the dearer one.

Here is a couple's USD 400 ++ room for 3 nights, converted at RM4.09 per USD.

The tax-exclusive headline was RM4,908. The real bill is about RM6,611, a difference of RM1,703 for the couple, or about RM851 each.

A tax-inclusive package at RM3,000 per person would cost RM6,000 for two. It looks dearer than RM4,908 at first glance, but is cheaper than the true ++ total, before even counting meals and transfers.

The 10-point audit checklist

Run each quote through these checks before comparing. The why sits under each one.

  1. Find the tax wording. Look for "nett", "++", "inclusive of taxes" or an inclusions list naming Green Tax, service charge and GST. No wording means treat it as exclusive until confirmed.
  2. Check the GST rate. It is 17% from 1 July 2025 (MIRA). A quote using 16% is outdated.
  3. Check GST is applied after service charge. The uplift should be about 28.7%, not 27%.
  4. Check Green Tax is per guest, per night. USD 12 at resorts, USD 6 at small inhabited-island guesthouses, zero for under-2s.
  5. Count the guests taxed. A family of four with a toddler under two should pay Green Tax for three.
  6. Check every ++ line, not just the room. Meal plans, seaplanes and gala dinners are often taxed too.
  7. Check whether the price is per person or per room. A ++ room rate is usually per room per night, so a couple divides it by two only at the end.
  8. Check "from" prices. Some listings, such as several 12Fly from-prices checked on 11 October 2026, do not itemise inclusions, so the tax basis is unknown.
  9. Check the currency and rate. A USD quote converted at a different rate can hide RM100 or more on a large bill.
  10. Get the final figure in writing. Ask for one all-in total, taxes included, on the invoice before you pay the deposit.

Examples of how Malaysian packages state it

The clearest packages say it in the inclusions. The HolidayGoGoGo Brennia Kottefaru honeymoon package, checked on 11 October 2026, lists "Green Tax, service charge and taxes" as included, with flights and festive surcharges excluded.

That is the format to look for. It answers checklist points 1, 4 and 6 in one line, leaving you to check only the excluded items.

Room benchmarks from third-party guides, such as holiday.com.mv's USD 300 to 550 range for a four-star beach villa, are room-only and exclude taxes of about 28.7%, Green Tax, meals and transfers. Never compare them directly with an inclusive package.

Who should run the full audit

Run all ten points when you compare a Malaysian agency package against a resort's own website, or when an overseas agency quotes in USD. That is where inclusive and exclusive prices meet.

If you are choosing between two packages that both list taxes as included, points 5, 7 and 10 are usually enough. For packages that leave Green Tax out on purpose, see the total bill when Green Tax is excluded.

To redo the maths for your own quote, use the Maldives trip cost calculator, and read how per person twin sharing prices work before dividing any room rate.

Questions travellers ask

Does "nett" always mean everything is included?
Nett usually means service charge and GST are already inside the price, but Green Tax is sometimes still listed separately. Treat nett as a promise about the two percentage taxes only, and ask directly whether Green Tax for every guest and night is in the figure. Ask for the answer in writing.
Is GST charged on the service charge too?
Yes, in the usual calculation the 17% GST applies to the room rate plus the 10% service charge, which is why the combined uplift is about 28.7% rather than 27%. If a quote shows 27%, ask how it was calculated, since the difference grows on long or expensive stays.
Do transfers and meals also attract tax?
They usually do when sold by the resort. Seaplane fares, meal plan supplements, spa treatments and gala dinners are often shown before tax with the same ++ marking. Check every line marked ++, not just the room.
My quote was issued before July 2025. Is the tax still right?
Probably not. GST rose from 16% to 17% on 1 July 2025, and Green Tax rose on 1 January 2025. For a stay now, any quote using 16% GST or USD 6 resort Green Tax should be reissued with current rates.
