Maldives arrival declaration versus airline check-in requirements

Checking in online and filing IMUGA can feel like the same task, but they are separate approvals run by different organisations.

Last reviewed 12 October 20264 min

Quick answer

They are separate steps. Airline check-in at KLIA confirms you can board, and the airline may refuse you if your documents do not match Maldives entry rules. The IMUGA Traveller Declaration is a free form for Maldives Immigration, filed no earlier than 96 hours before arrival. Immigration screening at Male is the final decision, and neither earlier step guarantees entry.

Key facts

  • IMUGA window

No earlier than 96 hours before arrival

  • IMUGA fee

    Free

  • Departure declaration

Not required since 15 Aug 2024

Two separate approvals, three checkpoints

Your trip passes three checkpoints, run by two organisations. The airline decides whether you may board, and Maldives Immigration decides whether you may enter.

The IMUGA Traveller Declaration feeds the second decision, not the first. The entry and travel paperwork hub collects every related page, and the official IMUGA step-by-step guide walks through the form itself.

Side-by-side comparison

This table shows who runs each step, when it happens and what it checks. Rules are from Maldives Immigration and Visit Maldives pages, checked October 2026.

What the airline checks at KLIA

Airlines must carry back any passenger refused entry, so they check documents before boarding. Expect questions about passport validity and your return flight.

The Maldives asks for a machine-readable passport with at least one month of validity and a confirmed return ticket (Maldives Immigration). A one-way ticket or a damaged passport is the most common reason counter staff hesitate.

Online check-in does not replace this. If you have only cabin bags, staff may still check documents at the gate.

What IMUGA records

IMUGA is a declaration, not a visa application. You enter passport details, flight details, where you are staying, and health and customs answers.

It is free, and each traveller including infants files one. The official portal is imuga.immigration.gov.mv; any site that charges is not official. See IMUGA scams and the official website before you start.

What immigration decides at Male

Immigration officers at Velana Airport make the final decision. The official page states that meeting the requirements does not guarantee entry.

Have these ready on one phone screen or in a folder:

  • Passport, with at least one month of validity after your stay
  • Return or onward flight confirmation
  • Prepaid booking confirmation at a registered resort, hotel or guesthouse
  • IMUGA declaration QR code or confirmation
  • Access to funds, such as a card

Common mismatches that cause trouble

Most problems come from details that do not match across the three steps. Check these before you fly.

  • Your IMUGA passport number differs from the passport you carry, often after a renewal.
  • The flight on IMUGA is not the flight you board, after a schedule change.
  • The resort name on IMUGA differs from your booking voucher.
  • A child is travelling on a parent's passport, which the Maldives does not allow.

If any of these apply, read what to do if you entered incorrect information on IMUGA.

A simple timeline for the week you fly

Doing each step at the right moment keeps them from blurring together. This sequence assumes a morning flight from KLIA.

Four days before departure, confirm your flight time has not changed and that your resort booking shows the correct names. This is also the moment to check passport validity one last time.

Two to three days before, file IMUGA for every traveller on the official portal. That keeps you inside the 96-hour window even if your flight is delayed a little.

The day before, do online check-in if your airline offers it, and save the boarding pass. Put the IMUGA confirmation, booking voucher and return flight in one phone folder.

On the day, arrive at KLIA with time for bag drop and document checks. After landing at Velana, follow the arrival signs to immigration with your passport and phone ready.

What happens on departure from the Maldives

Leaving is simpler. The departure declaration was scrapped on 15 August 2024 (Visit Maldives), so you only check in and pass departure immigration.

Resorts usually plan your transfer back to Male around your flight. Ask the front desk the day before what time you leave the island.

Who this suits, and next steps

First-time travellers, families and older parents travelling with adult children benefit most from treating these as three separate tasks. Do IMUGA first, then check in, then pack documents for arrival.

Regular travellers can simply keep one folder with all four confirmations. For timing, use the guide on when to complete IMUGA before your flight.

Questions travellers ask

Does online check-in mean my Maldives entry is approved?
No. Online check-in only reserves your seat and boarding pass. The airline may still check your passport, return ticket and documents at the bag-drop counter. Entry to the Maldives is decided by immigration officers at Velana Airport, after you land.
Will the airline ask for my IMUGA declaration?
Some airline staff ask to see it, others do not. Maldives Immigration requires every traveller to submit one, so file it before you reach KLIA and keep a screenshot or the QR code on your phone. Having it ready avoids delays at the counter and at arrival.
Do infants need their own IMUGA declaration?
Yes. Maldives Immigration says each traveller, including children and minors, must submit an individual declaration. Children also need their own passport. Fill in one form per person, using each passport exactly as printed.
Is there a departure form when leaving the Maldives?
Not any more. The departure declaration requirement was removed on 15 August 2024, according to Visit Maldives. You still check in with your airline and pass departure immigration as usual.
