What is and is not included in a Maldives holiday package?

Two Maldives packages at similar prices can contain very different things, and the listing rarely makes it clear.

Last reviewed 12 October 2026Prices researched 11 October 20264 min

Quick answer

Most Malaysian Maldives packages include the room, the transfer from Male and a stated meal plan, and many now include service charge, TGST and Green Tax. International flights are usually excluded from 4D3N ground packages, as are travel insurance, alcohol outside all-inclusive plans, spa, diving and festive gala dinners. Always check the inclusions list rather than the headline price.

Key facts

  • Local island 4D3N packages

    From about RM 2,000

  • Resort 4D3N packages

    About RM 3,700 to 8,700

  • Tax and service if excluded

The short answer

A Maldives package from Malaysia usually covers the room, the transfer from Male airport and a meal plan. Taxes are often included but not always, and international flights usually are not.

Everything else depends on the seller and the resort. This page is part of our Start Here hub, and it explains each line so you know what to ask.

Real 2026 examples from Malaysian sellers

These listings were checked on 11 October 2026. They show how wide the inclusions can be.

  • HolidayGoGoGo Arena Beach, Maafushi, 4D3N Muslim tour: RM 2,319 per adult, twin sharing, travel to 31 October 2026. Includes 3 nights, return speedboat, halal breakfasts, some lunches and dinners, and several snorkel and sandbank trips. Flights excluded.
  • HolidayGoGoGo Brennia Kottefaru 4D3N honeymoon: RM 4,799 to 6,199 per person, minimum 2. Includes return seaplane, all-inclusive meals, a snorkel trip, sunset cruise, Green Tax and service charge. Flights excluded.
  • AF Travel Le Meridien Thilamaafushi 4D3N lagoon villa: RM 7,936 to 8,956 per adult, twin sharing, depending on season. Includes 3 nights, full board, non-alcoholic all-inclusive drinks, Green Tax and government taxes.
  • 12Fly 4D3N Maafushi: advertised from RM 1,996 per person. Inclusions are not itemised on the listing, so the basis needs confirming.

A cheaper headline price with fewer inclusions can cost more in the end. See why the cheapest package might cost more overall.

Ground package or complete trip?

A ground package covers the Maldives part only, usually 3 nights. A complete trip adds return flights from Kuala Lumpur and often runs to 4 nights.

The cheapest KUL to Male return seen on 11 October 2026 was about RM 1,155 per person. Add that when comparing a ground package with a complete trip.

How meal plans change what is included

The meal plan changes the package more than any other line. Breakfast only covers one meal a day; half board adds dinner; full board adds lunch and dinner.

All-inclusive goes further, usually adding drinks and some activities, but the list varies widely by resort. Some plans include alcohol, others are non-alcoholic, and premium restaurants often carry a supplement.

On a local island, breakfast only is usually enough, because cafes nearby are cheap. On a private resort island, compare plans on the total for your stay, since every meal you skip in the plan is bought at resort prices.

Five lines that catch people out

  1. "Taxes excluded": if the rate is before tax, add about 28.7% plus Green Tax.
  2. "From" prices: they apply to the cheapest week and room, often not yours.
  3. Shared versus private transfer: private costs more and is not always stated.
  4. Compulsory festive dinners: resorts may charge these around Christmas and New Year.
  5. Child pricing: extra bed, meals and transfer for children may sit outside the per adult price.

A quick inclusions checklist

Before paying, confirm each item in writing:

  • Price basis: per person or per room, twin sharing
  • Villa category and number of nights
  • Transfer type and whether shared
  • Meal plan and what it covers
  • Service charge, TGST and Green Tax included
  • Flights included or not, and baggage
  • Excursions and how many
  • Festive supplements for your dates
  • Child charges

Our fuller package inclusions checklist before payment and the quote inclusions comparison tool help you line up two offers.

Who should check most carefully

Families should check child charges and villa occupancy. Honeymooners should check what the all-inclusive covers and any romantic extras. Budget travellers should check whether "from" prices include taxes and transfers.

If you have not yet written your brief, start with what to decide before requesting a quotation. Package prices here were checked in October 2026; several expire on 31 October 2026, so confirm current offers.

Questions travellers ask

Does all-inclusive mean everything is free?
No. All-inclusive plans differ by resort. Many include meals, house drinks and some activities, but exclude premium drinks, certain restaurants, spa, motorised water sports and diving. Some Malaysian packages sell non-alcoholic all-inclusive plans. Ask for the resort's own list of what the plan covers.
Are tips included in a Maldives package?
Most resorts add a 10% service charge, which many packages include. Extra tipping is a personal choice. Check whether your package states that service charge is included, because if it is not, it is added to your resort bill on top of TGST.
Is the Airport Development Fee included?
The Airport Development Fee for foreign economy passengers departing Male is USD 50. It is normally collected through the airline ticket, so it relates to your flight, not the land package. If you buy flights separately, check your fare breakdown.
Why does the same package show different prices on different months?
Resort rates change by season and Malaysian sellers price their packages accordingly. One 2026 honeymoon package listed RM 4,999 for August to October and RM 5,499 for November to 23 December. Always match the price to your travel dates, not the lowest from-price.
