What is excluded from a Maldives holiday quote?

You have a quote in ringgit and want to know what you will still have to pay for before and during the trip.

Last reviewed 12 October 2026Prices researched 12 October 20263 min

Quick answer

Almost every Malaysian Maldives package excludes international flights, travel insurance, tips and personal spending, and most exclude festive gala dinners and paid activities. Some also leave out the resort transfer, Green Tax or meals beyond breakfast. Check the exclusions list line by line, then add flights (about RM1,155 return or more per person in October 2026) and an on-island buffer.

Key facts

  • Cheapest KUL to MLE return seen

    About RM1,155

Traveloka snapshot, 11 Oct 2026, baggage rules vary

  • Green Tax if excluded

    USD 12 or USD 6

    Per guest per night

  • Seaplane excess bags

    USD 5 per kg

Over 20 kg checked + 5 kg hand

The short answer

A Maldives package from Malaysia almost always leaves out your international flights, travel insurance, tips and personal spending. Most also exclude festive gala dinners and any activity not named in the inclusions.

The harder cases are the items that some packages include and others do not: the resort transfer, Green Tax, service charge and meals beyond breakfast. Those are where two quotes at a similar price can end up thousands of ringgit apart. The wider cost picture sits on our Budget and Real Cost hub.

What real packages excluded, October 2026

These exclusions come from published Malaysian packages checked on 11 October 2026. They show the pattern well, though each agency words it differently.

PackageListed exclusions
HolidayGoGoGo Arena Beach, Maafushi, 4D3NFlights, tips, other meals, travel insurance, personal expenses
HolidayGoGoGo Brennia Kottefaru honeymoon, 4D3NFlights, festive surcharge, paid activities, insurance
AF Travel Le Meridien Thilamaafushi, 4D3NInternational or domestic air tickets, insurance
HolidayGoGoGo Canareef, Addu, 4D3NInternational flights, insurance

The AF Travel print page did not state whether the resort transfer was included. That is exactly the sort of gap to raise in writing before you pay.

The 12-line exclusion audit

Go through your quote and mark each line as included, excluded or unclear. Treat every "unclear" as excluded until the agency confirms otherwise.

  1. International flights KUL to MLE. The cheapest return Traveloka showed on 11 October 2026 was about RM1,155 per person, and fares move daily.
  2. Checked baggage on low-cost fares. AirAsia and Batik Air fares may not include it.
  3. Airport to resort transfer. Speedboat, seaplane or domestic flight, and whether it is shared or private.
  4. Seaplane excess baggage. Trans Maldivian charges USD 5 per kg over 20 kg checked plus 5 kg hand.
  5. Green Tax. USD 12 per guest per night at resorts, USD 6 at small local guesthouses.
  6. Service charge and tourism GST. 10% and 17%, about 28.7% together.
  7. Meals beyond the plan. Lunches on half board, drinks on full board.
  8. Festive gala dinners. Sometimes compulsory around Christmas and New Year.
  9. Paid excursions and water sports. Only named trips are included.
  10. An extra night near the airport. Needed for evening arrivals at seaplane resorts.
  11. Travel insurance. Excluded by every package above.
  12. Tips and personal spending. Spa, souvenirs, minibar, laundry.

Worked example: completing a local island quote

Take the HolidayGoGoGo Arena Beach package at RM2,319 per person, twin sharing, 4D3N, valid to 31 October 2026. Its inclusions cover the hotel, speedboat, most meals, four excursions, Green Tax and taxes.

For a couple, the package is RM4,638. Add the cheapest return flights seen, 2 x RM1,155 = RM2,310, and the trip reaches about RM6,948 before insurance, one uncovered lunch, tips and personal spending.

The excluded items are small here because the inclusions are generous. On a room-only resort quote the same exercise can add more than the room itself.

The items people forget most

Three exclusions catch Malaysian travellers most often. The first is the extra night: Batik Air lands about 21:55, after the last seaplanes, so a seaplane resort will need a night near the airport.

The second is the festive season. Any stay touching late December or early January needs the gala dinner price confirmed. Our page on Christmas and New Year gala dinner surcharges explains why.

The third is "taxes included" that turns out to mean GST only. Our guide on checking whether a quote includes all taxes helps you pin that down.

Who should read the exclusions most carefully

Families should check child transfer rates and child meal rules, which change the total more than adult prices. Honeymooners should check festive surcharges and whether honeymoon perks need a marriage certificate, as one HolidayGoGoGo package requires within six months.

Budget travellers should check baggage and transfers, since cheap fares and cheap rooms can hide the costs that matter. Whatever your trip, put the excluded items into the trip cost calculator so the total reflects what you will actually spend.

Questions travellers ask

Is the airport departure fee included in my flight ticket?
The Airport Development Fee for foreign economy passengers, reported at USD 50, is normally collected in the airline ticket price, according to news reports. It does not appear in a land package. If you buy flights separately, the airline fare breakdown should show it. Ask the airline if you are unsure.
Why do some packages say "flights not presumed included"?
Some agency listings show a "from" price without an inclusions list. When the inclusions are not itemised, it is safest to assume flights, transfers and taxes are not covered until the agency confirms in writing. Several 12Fly listings checked on 11 October 2026 showed headline prices without itemised inclusions.
Are tips expected in the Maldives?
Tips are at your discretion. Resorts usually add a 10% service charge, which is separate from any cash you choose to give staff. Many travellers leave a small amount for a butler or boat crew. Budget a modest sum if you want the option, or leave it out of a tight budget.
What if a festive gala dinner is compulsory?
Some resorts make Christmas Eve and New Year's Eve gala dinners compulsory for in-house guests, and packages usually list them as excluded. The charge can be large. If you travel between about 24 December and early January, ask for the gala dinner price per adult and child before you pay a deposit.
